CTI has been the security consultant for the City of Chicago Department of Aviation (CDA) since 1987, when CTI first conducted a comprehensive security management study of O’Hare Airport (the 2nd busiest airport in the world with approximately 76 million passengers annually), Midway Airport (over 18 million passengers annually), and Meigs Field.

CTI provided direct support in developing the $54 mil integrated electronic security system at the Chicago Airports that consisted of access control, CCTV, and ID badging systems. At O’Hare, the system consists of over 1,000 access control doors and related equipment, including intercoms and CCTV. It also includes integration with biometric access control devices. Additional responsibilities include: lock and key control programs; development of policies and procedures for Airport Security Officers, development and implementation of comprehensive security programs, standards, policies, and procedures that ensure compliance with all FAA, TSA, and DOT regulations regarding domestic airport operations and civil aviation security; CTI has developed the federally mandated aviation security tabletop exercises for both O’Hare and Midway Airports since 1997; providing staffing and management of the federally mandated fingerprinting program at O’Hare and Midway Airports; CTI also managed the Automatic External Defibrillator (AED) program, the first public-access defibrillation program in the world, at both O’Hare and Midway Airports.

After 9/11, CTI assisted in the recovery efforts at DOA and was tasked with conducting a bomb blast analysis and vulnerability and threat assessment to assess its existing security posture, the threat level it faced, and its overall vulnerabilities.  Specifically, CTI assessed the terrorist, criminal, and chemical/biological threat to the airport and all aspects of the airport’s security program, including physical security systems, enhanced security perimeter fencing, and planned biometric/fingerprint access control system.

CTI has assisted the Office of Compliance by developing airport ID badge accountability strategies for the airport system.  The Office of Compliance was established to preserve and enforce the integrity of the ID Badging Regulations and Practices Handbook in a manner that is consistent with the Airport Security Program as it relates to airport issued ID Badge Access Media. To support this function, CTI has created a program which incorporates education, accountability and penalties.  This program serves to educate and promote awareness of the ID Badge regulations and accountability throughout the airport community and has substantially increased the return rate of lost, unaccounted for and terminated employee’s identification badges. The CDA currently has approximately 50,000 badge holders operating at O’Hare and Midway International Airports. The system contains over 3,000 tenants and/or individual Companies with access and has over 5,000 individuals with signature authority in the system.
