Chicago Department of Water ManagementCTI provided security consulting and management services to the City of Chicago Department of Water Management at 15 facilities, including the world’s first and second largest filtration plants. The City of Chicago purifies nearly 1 billion gallons of water per day for use by the residents of Chicago and 124 neighboring suburbs. The distribution system contains 4,200 miles of water mains and 12 pumping stations. Phase I of the project provided a preliminary security assessment of all water facilities with a view toward the potential for system disruption caused by terrorist bombings directed against facilities or the intentional contamination of the water supply. Phase II provided a more in-depth security assessment, including a threat and vulnerability study based on the Sandia National Labs Risk Assessment Methodology for Water, RAM-W.

Areas of focus included the potential for physical destruction of water buildings and facilities by terrorists or criminals, contamination of the water system, planning for Weapons of Mass Destruction, and threats posed by “insiders.” CTI provided assessment of security personnel training, staffing levels, and operations. CTI reviewed documentation such as written policies and procedures and the development of new security plans and programs. CTI also provided the development of employee security awareness training programs and the development of contingency plans to manage high-threat security situations.

Based on CTI’s findings, interim procedures and equipment upgrades were implemented to enhance the Department’s security posture. Additional tasks include a security staffing study; security training needs assessment; development of new security programs, policies and procedures based on post-September 11th security paradigm; design and engineering of an integrated electronic security system, including Access Control and Alarm Management System (ACAMS) and Closed Circuit Television (CCTV) Systems; and the creation of contingency plans to manage high-threat situations.
